Section 479A of such Act ( 42 U.S.C. 679b ) is amended— in paragraph (2), by striking the outcome measures should be developed and inserting shall develop such outcome measures ; in paragraph (3), by inserting and after the semicolon; and in paragraph (4), by striking the semicolon and inserting a period.
