Notwithstanding any other provision of law, the Secretary of Energy shall not be required to prepare or submit an annual report on— procedures for overseeing the expenditure by States and territories of stripper well and Exxon funds; and the status of any pending enforcement actions with regard to the expenditure of the funds.
