An interested person may file a petition for review of a final regulation promulgated under this Act in the United States Court of Appeals for the District of Columbia Circuit. A petition shall be filed not later than 120 days after the date that notice of the promulgation appears in the Federal Register. Notwithstanding subsection (b), a petition that is based solely on grounds that arise after the deadline to file a petition under subsection
(b)has passed may be filed not later than 120 days after the date that the grounds first arise.
