There is authorized to be appropriated to the Secretary of Health and Human Services $15,000,000 for each of fiscal years 2015 through 2019 to carry out this Act (excluding the amendment made by section 7 of this Act and section 8 of this Act). The Secretary of Health and Human Services shall reserve a portion of the appropriated funds and make the portion available to the Comptroller General of the United States to carry out section 9.
