The Comptroller General of the United States shall conduct a study on each of the following: The potential of making graduate medical education payments under the Medicare program for mid-level health providers (such as physician assistants and nurse practitioners) in order to allow physicians and other health care providers to perform to their full scope of practice. The actual costs involved in training residents in different residency specialty types. Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report on each of the studies conducted under subsection (a), together with recommendations for such legislation and administrative action as the Comptroller General determines to be appropriate.
