There are authorized to be appropriated to the Small Business Administration, for any costs of carrying out this title and the amendments made by this title (including the costs of hiring additional employees)— $1,000,000 for fiscal year 2013; $2,000,000 for fiscal year 2014; and $3,000,000 for fiscal year 2015. In order to offset the costs of carrying out this title and the amendments made by this title and to reduce the Federal deficit, the following provisions of law are repealed, effective on the date of enactment of this Act:
Section 21(n) of the Small Business Act ( 15 U.S.C. 648 ). Section 27 of the Small Business Act ( 15 U.S.C. 654 ). Section 1203(c) of the Energy Security and Efficiency Act of 2007 ( 15 U.S.C. 657h(c) ).
