Section 3307(b) of title 40, United States Code, is amended— in paragraph (6), by striking and at the end; in paragraph (7), by striking the period at the end and inserting a semicolon; and adding at the end the following: a statement of how the proposed project is consistent with section 5(b) of the Civilian Property Realignment Act of 2013 ; for all proposed leases, including operating leases, the amount of the net present value of— the total estimated legal obligations of the Federal Government over the life of the contract; and the cost of constructing new space; and with respect to any prospectus for the construction, alteration, or acquisition of the building or space to be leased, a statement by the Administrator describing the use of life-cycle cost analysis and any increased design, construction, or acquisition costs identified by the analysis that are offset by lower long-term costs. .
