In this title: The term Coastal Plain means that area described in appendix I to part 37 of title 50, Code of Federal Regulations. The term peer reviewed means reviewed— by individuals chosen by the National Academy of Sciences with no contractual relationship with, or those who have no application for a grant or other funding pending with, the Federal agency with leasing jurisdiction; or if individuals described in subparagraph
(A)are not available, by the top individuals in the specified biological fields, as determined by the National Academy of Sciences. The term Secretary , except as otherwise provided, means the Secretary of the Interior or the Secretary’s designee.
