The Commission shall study— the status of peering, transit, and interconnection agreements related to the transport and delivery of content over the Internet and other IP-based transmission paths; and what impact the agreements under paragraph
(1)or disputes about the agreements under paragraph
(1)have on consumers and competition with respect to online video. Not later than 3 years after the date of enactment of this Act, the Commission shall report the findings of the study under subsection
(a)to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Energy and Commerce of the House of Representatives.
