The purposes of this Act are— to strengthen families by helping all parents provide the best possible environment for the healthy growth and development of their young children from birth through early elementary school; to support parents in their role as their child's first and most important teacher by enabling the participation of parents in the early learning process through integrating parent education, joint parent-child interaction activities, and family engagement into early childhood education programs; and to facilitate successful transitions into elementary school by providing continuity of supports for children and parents.
