Sec. 7. Feasibility assessment for manufacturing capacity improvement partnership

Not later than 1 year after the date of the enactment of this Act, the Secretary of Commerce, in consultation with the President of the Export-Import Bank of the United States, shall— assess the feasibility and advisability of creating a partnership to improve the manufacturing capacity of the United States; and evaluate options for integration of global business development activities of United States companies into existing Federal programs that facilitate participation by United States businesses in the global marketplace.
The Secretary of Commerce shall submit a report to the Committee on Commerce, Science, and Transportation of the Senate that contains the results of the assessment and evaluation carried out under subsection (a).
