The Secretary of Energy shall conduct a program of research, development, demonstration, and commercial application to promote the development of alternatives to critical minerals. In carrying out the program, the Secretary of Energy shall cooperate with appropriate— Federal agencies (including National Laboratories); critical mineral producers; critical mineral manufacturers; trade associations; academic institutions; small businesses; and other relevant entities or individuals.
To lessen the need for critical minerals, the program under this section shall carry out activities that include the identification and development of— alternative minerals, metals, and minerals used in energy technologies, particularly those that are available in abundance in the United States and are not subject to potential supply restrictions; and alternative energy technologies or alternative designs of existing energy technologies, particularly those that use minerals in abundance in the United States and are not subject to potential supply restrictions.
Not later than 3 years after the date of enactment of this Act, the Secretary of Energy shall submit to Congress a report summarizing the activities, findings, and progress of the program under this section.
