There is hereby established a commission to be known as the Commission on the Superintendents of the Military Service Academies (in this section referred to as the Commission ). The Commission shall be composed of the following: The Under Secretary of Defense for Personnel and Readiness. 3 members appointed by the Secretary of Defense from among current or retired members of the Armed Forces, of whom at least one shall be a former superintendent of a military service academy. 3 members appointed by the Secretary of Defense from among civilian individuals, of whom at least one shall be the president of an institution of higher education.
The Commission shall conduct a comprehensive evaluation of the role of a modern superintendent of a military service academy, including the criteria to be used in selecting and evaluating the performance of a superintendent of a military service academy. Not later than 6 months after the date of the enactment of this Act, the Commission shall submit to the Secretary of Defense, and to Congress, a report on the activities of the Commission under this section. In addition to amounts appropriated or otherwise made available by this Act, $2,000,000 shall be available for the Commission.
