The Secretary of State, in coordination with the Secretary, shall carry out a program to promote international cooperation on critical mineral supply chain issues with allies of the United States. Under the program, the Secretary of State may work with allies of the United States— to increase the global, responsible production of critical minerals, if a determination is made by the Secretary of State that there is no viable production capacity for the critical minerals within the United States; to improve the efficiency and environmental performance of extraction techniques; to increase the recycling of, and deployment of alternatives to, critical minerals; to assist in the development and transfer of critical mineral extraction, processing, and manufacturing technologies that would have a beneficial impact on world commodity markets and the environment; to strengthen and maintain intellectual property protections; and to facilitate the collection of information necessary for analyses and forecasts conducted pursuant to section 807.
