The purposes of this title are the following: To expand access to adult education services and bring about cost efficiencies through increased use of technology and the development of a national web portal. To provide professional development for providers of adult education, literacy, and workplace skills services so that the providers are able to— effectively use technology in the delivery of adult education, literacy, and workplace skills services; and improve the quality of instruction and accelerate the— achievement of basic educational skills, English language literacy, and secondary school equivalency or postsecondary education for adult learners; and training readiness for adult learners.
To assist States in developing a 21st century delivery system for adult education, literacy, and workplace skills services. To assist adults in developing digital literacy skills.
