Not later than 360 days after the date of enactment of this Act, the Secretary of Housing and Urban Development (in this section referred to as the Secretary ) shall issue a single, uniform resource guide to inform lenders and servicers of the policies, processes, and procedures applicable to mortgages insured under title II of the National Housing Act ( 12 U.S.C. 1707 et seq. ), including, but not limited to, the policies, processes, and procedures of the Secretary relating to any indemnification authority of the Secretary, including any criteria the Secretary considers to be a material defect for purposes of executing such authority. The resource guide required under subsection
(a)shall aggregate all forms, policies, and other related information set forth in any handbooks, mortgagee letters, guidebooks, notices, or bulletins issued by the Secretary. Beginning on the expiration of the date set forth under subsection (a), whenever the Secretary issues any new policy, process, or procedure, or revises or otherwise amends any existing policy, process, or procedure contained in the resource guide required under subsection (a), such addition, revision, or amendment shall be issued as an amendment to the resource guide. The resource guide required under subsection
(a)shall be made available to the public and posted on the website of the Department of the Housing and Urban Development. There are authorized to be appropriated such sums as are necessary to carry out this section.
