Section 446 (D.C. Official Code, sec. 1–204.46), is amended— in the third sentence, to read as follows: The Mayor shall submit to the President of the United States for transmission to Congress the portion of the budget so adopted with respect to Federal funds and the Mayor shall notify the Speaker of the House of Representatives, and the President of the Senate, as to the portion of the budget so adopted with respect to local funds; provided, that in a control year (as defined in section 305(4) of the District of Columbia Financial Responsibility and Management Assistance Act of 1995 (D.C.
Official Code, sec. 47–393(4)), the Mayor shall submit to the President of the United States for transmission to Congress the budget so adopted. ; and in fifth sentence, by striking the Mayor shall not transmit any annual budget or amendments or supplements thereto, to the President of the United States and inserting in lieu thereof, the Mayor shall not submit to the President of the United States, or, for a fiscal year which is not a control year, notify the Speaker of the House of Representatives and the President of the Senate regarding, any annual budget or amendments or supplements thereto .
