The Director of the Office of National Drug Control Policy shall submit to the Committees on Appropriations of the House of Representatives and the Senate not later than 60 days after the date of enactment of this Act, and prior to the initial obligation of more than 20 percent of the funds appropriated in any account under the heading Office of National Drug Control Policy , a detailed narrative and financial plan on the proposed uses of all funds under the account by program, project, and activity: , That the reports required by this section shall be updated and submitted to the Committees on Appropriations every 6 months and shall include information detailing how the estimates and assumptions contained in previous reports have changed:
Provided , That any new projects and changes in funding of ongoing projects shall be subject to the prior approval of the Committees on Appropriations. Provided further
