(f)the following: In this section, a reference to this Act means a provision of this Act that the Secretary of Labor has authority to carry out. . The Act is amended by inserting after section 14 ( 29 U.S.C. 711 ) the following: For the purpose of improving program management and effectiveness, the Secretary of Health and Human Services, in consultation with the ILA Director, shall evaluate all the programs authorized by this Act, their general effectiveness in relation to their cost, their impact on related programs, and their structure and mechanisms for delivery of services, using appropriate methodology and evaluative research designs. The Secretary of Health and Human Services shall establish and use standards for the evaluations required by this subsection. Such an evaluation shall be conducted by a person not immediately involved in the administration of the program evaluated. In carrying out evaluations under this section, the Secretary of Health and Human Services shall obtain the opinions of program and project participants about the strengths and weaknesses of the programs and projects. The Secretary of Health and Human Services shall take the necessary action to assure that all studies, evaluations, proposals, and data produced or developed with Federal funds under this Act shall become the property of the United States. Such information as the Secretary of Health and Human Services may determine to be necessary for purposes of the evaluations conducted under this section shall be made available upon request of the Secretary, by the departments and agencies of the executive branch. The ILA Director shall identify and disseminate information on exemplary practices concerning independent living services and centers for independent living. In this section, a reference to this Act means a provision of this Act that the Secretary of Health and Human Services has authority to carry out. There are authorized to be appropriated to carry out this section such sums as may be necessary. . Section 15 ( 29 U.S.C. 712 ) is amended— in subsection (a)— by inserting of Labor after Secretary each place it appears; and in paragraph (1), by striking State workforce investment boards and inserting State workforce development boards ; and in subsection (b), by striking Secretary to develop within the Department of Education and inserting Secretary of Labor to develop, within the Department of Labor, .
