Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to the appropriate committees of Congress an agency-wide plan to recover and recycle helium, whenever possible, that the Administration uses or will use in current, planned, and future experimentation, tests, launches, and operations. In developing the plan under subsection (a), the Administrator shall consider how modifications, updates, or new lifecycle designs for engines, balloons, airships, or other future programs can be designed or operated to recover and recycle helium.
