It is the sense of Congress that— the James Webb Space Telescope will significantly advance our understanding of star and planet formation, improve our knowledge of the early universe, and support U.S. leadership in astrophysics; significant progress has been made with regard to overcoming the James Webb Space Telescope’s technical challenges and in improving NASA management oversight; the on-time and on-budget completion of the James Webb Space Telescope should remain a top NASA priority; and consistent with annual Government Accountability Office reviews of the James Webb Space Telescope program, the Administrator should continue to improve the James Webb Space Telescope's cost and schedule estimates and oversight procedures in order to enhance NASA’s ability to successfully deliver the James Webb Space Telescope on time and on budget.
