The United States shall withhold from United States contributions to the regular assessed budget of the United Nations for a biennial period amounts that are proportional to the percentage of such budget that are expended with respect to a United Nations human rights treaty monitoring body or committee that was established by— a convention (without any protocols) or an international covenant (without any protocols) to which the United States is not party; or a convention, with a subsequent protocol, if the United States is a party to neither.
