It shall be the policy of the United States— to pursue the goal of zero nominal growth of the regular budget of the United Nations above the 2012–2013 regular budget; to maintain the 22-percent cap on assessed contributions to the United Nations regular budget, and to establish similar maximum assessments for other United Nations entities; to establish a 25-percent cap on United States contributions to the United Nations Peacekeeping Operations budget; and to shift funding for the regular budget of the United Nations from assessed to voluntary contributions.
The President shall direct the United States Permanent Representative to the United Nations to use the voice, vote, and influence of the United States at the United Nations to shift the funding mechanism for the regular budget of the United Nations to a voluntary basis, and to make it a priority to build support for such a transformational change among Member States, particularly key United Nations donors.
