In accordance with Public Law 99–173 , section 122, the Little Rock District is to be a full service district and none of the funds made available in this Act, or in any future Acts, shall be used toward efforts that will result in reducing the expertise or personnel needed to plan and implement programs, projects or activities executed by the Little Rock District.
