The Comptroller General of the United States shall submit to the appropriate committees of Congress a report that— evaluates whether the annual estimates or forecasts of revenue and expenditure of American Samoa, the Commonwealth of the Northern Mariana Islands, Puerto Rico, Guam, and the Virgin Islands are reasonable; and as the Comptroller General of the United States determines to be necessary, makes recommendations for improving the process for developing estimates or forecasts.
