The Comptroller General of the United States shall submit to the appropriate committees of Congress a report that— evaluates whether the annual estimates or forecasts of revenue and expenditure of American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the Virgin Islands are reasonable; and as the Comptroller General of the United States determines to be necessary, makes recommendations for improving the process for developing estimates or forecasts.
