Section 422(f) of the Energy Independence and Security Act of 2007 ( 42 U.S.C. 17082(f) ) (as otherwise amended by this Act) is amended— in paragraph (4), by adding “and” after the semicolon at the end; and by striking paragraph

(5)through the period at the end of the subsection and inserting: $0 for each of fiscal years 2014 through 2017. .
