Sec. 342. Limitation on funding for Regional Special Operations Coordination Centers

None of the funds authorized to be appropriated for fiscal year 2014 for operation and maintenance, Defense-wide, may be obligated or expended for the establishment of Regional Special Operations Coordination Centers (RSCCs). Not later than September 30, 2013, the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict, in coordination with the Commander of the United States Special Operations Command, shall submit to the congressional defense committees a report on the establishment of RSCCs. The report required under paragraph
(1)shall outline, at a minimum— the requirement and justification for the establishment of RSCCs; the number and locations of planned RSCCs; the projected cost to establish and maintain the proposed RSCCs in future years; the relevance to and coordination with other multilateral engagement activities and academic institutes supported by the geographic combatant commanders and the Department of State; and any legislative authorities that may be needed to establish RSCCs.
