Sec. 311. Sustainment of critical manufacturing capabilities within Army arsenals

The Secretary of Defense, in consultation with the military services and defense agencies, shall review current and expected manufacturing requirements across the military services and defense agencies to identify critical manufacturing competencies and supplies, components, end items, parts, assemblies, and sub-assemblies for which there is no or limited domestic commercial source and which are appropriate for manufacturing within an arsenal owned by the United States in order to support critical manufacturing capabilities.
The Secretary shall review mechanisms within the Department for ensuring that appropriate consideration is given to the unique manufacturing capabilities of arsenals owned by the United States to fulfill manufacturing requirements of the Department of Defense for which there is no or limited domestic commercial capability. Not later than 180 days after the date of enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report including the results of the reviews conducted under subsection
(a)and a description of actions planned to support critical manufacturing capabilities within arsenals owned by the United States.
