In awarding grants to eligible entities under section 4, the Secretary shall give priority to applications from eligible entities proposing— to serve areas with disproportionately high numbers or percentages of young people who have left secondary school without obtaining a secondary school diploma or its recognized equivalent; to serve areas with high concentrations of young people in families whose family income is not more than 200 percent of the poverty line (as determined under section 673(2) of the Community Services Block Grant Act ( 42 U.S.C. 9902(2) )); and to serve areas with high numbers or percentages of young people who are unemployed or underemployed.
