Section 5309 ( 20 U.S.C. 7231h ) is amended— in subsection (a), by striking a period that shall not exceed 3 fiscal years and inserting an initial period of not more than 3 fiscal years, and may be renewed for not more than an additional 2 years if the Secretary finds that the grantee is achieving the intended outcomes of the grant and shows improvement in increasing student academic achievement and reducing minority-group isolation, and other indicators of success established by the Secretary ; and in subsection (b)— by striking 50 and inserting 40 ; and by striking 15 and inserting 10 .
