Section 215 ( 33 U.S.C. 3005 ) is amended— in the matter before paragraph (1), by striking Effective and inserting the following: Effective ; and by adding at the end the following new subsection: Officers serving in positions designated under section 228 and officers recalled from retired status— may not be counted in determining the total number of authorized officers on the lineal list under this section; and may not count against such number. .
