Funds are hereby authorized to be appropriated for fiscal years beginning after September 30, 2013, for military construction, land acquisition, and military family housing functions of the Department of Defense (other than the military departments) in the total amount of $4,042,925,000, as follows: For military construction projects inside the United States authorized by section 2401(a), $1,725,089,000. For military construction projects outside the United States authorized by section 2401(b), $751,711,000.
For unspecified minor military construction projects under section 2805 of title 10, United States Code, $43,817,000. For contingency construction projects of the Secretary of Defense under section 2804 of title 10, United States Code, $10,000,000. For architectural and engineering services and construction design under section 2807 of title 10, United States Code, $237,838,000. For energy conservation projects under chapter 173 of title 10, United States Code, $150,000,000. For military family housing functions:
For support of military family housing (including functions described in section 2833 of title 10, United States Code), $55,845,000. For credits to the Department of Defense Family Housing Improvement Fund under section 2883 of title 10, United States Code, and the Homeowners Assistance Fund established under section 1013 of the Demonstration Cities and Metropolitan Development Act of 1966 ( 42 U.S.C. 3374 ), $1,780,000. For the construction of increment 8 of the Army Medical Research Institute of Infectious Diseases Stage I at Fort Detrick, Maryland, authorized by section 2401(a) of the Military Construction Authorization Act of Fiscal Year 2007 (division B of Public Law 109–364 ; 120 Stat. 2457), $13,000,000.
For the construction of increment 5 of the hospital at Fort Bliss, Texas, authorized by section 2401(a) of the Military Construction Authorization Act for Fiscal Year 2010 (division B of Public Law 111–84 ; 123 Stat. 2642), $252,100,000.
