Section 1411 of the National Defense Authorization Act for Fiscal Year 2012 ( Public Law 112–81 ; 125 Stat. 1654), is amended— by redesignating subsection
(c)as subsection (d); and by inserting after subsection
(b)the following new subsection (c): Using funds available in the National Defense Stockpile Transaction Fund, the National Defense Stockpile Manager may acquire the following materials determined to be strategic and critical materials required to meet the defense, industrial, and essential civilian needs of the United States: Ferroniobium. Dysprosium Metal. Yttrium Oxide. The National Defense Stockpile Manager may use up to $22,000,000 of the National Stockpile Transaction Fund for acquisition of the materials specified in paragraph (1). The authority under this subsection is available for purchases during fiscal year 2014 through fiscal year 2019. .
