Section 731 of the Older Americans Act of 1965 ( 42 U.S.C. 3058j ) is amended by striking A State agency and all that follows through to ensure— and inserting the following: A State agency shall provide the services of an individual who shall be known as a State legal services developer, who shall promote, and may facilitate, the development and operation of an integrated legal assistance delivery system for the State. To the maximum extent practicable, the individual selected to serve as the developer shall— agree to serve as the developer on a full-time basis; have a law degree from an accredited law school or have been admitted to practice law in any jurisdiction in the United States; and possess other knowledge, skills, training, and education that reflect a comprehensive understanding of legal services for older individuals.
In addition to the State legal services developer, the State agency shall provide the services of other personnel, sufficient to ensure— .
