Section 9 ( 15 U.S.C. 2608 ) is amended— in subsection (a)— in the first sentence of paragraph (1)— by striking presents or will present an unreasonable risk to health or the environment and inserting does not meet the safety standard under the intended conditions of use ; and by striking such risk the first place it appears and inserting the risk posed by the substance or mixture ; in paragraph (2), in the matter following subparagraph (B), by striking section 6 or 7 and inserting paragraph
