Section 2405 of the Global Climate Change Prevention Act of 1990 ( 7 U.S.C. 6704 ) is amended by striking subsection

(d)and inserting the following: To carry out this section, there are authorized to be appropriated— such sums as are necessary for each of fiscal years 1996 through 2013; and $10,000,000 for each of fiscal years 2014 through 2018. .
