Section 1490(a) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3362(a) ) is amended by striking or noncompetitive . Section 1490(f) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3362(f) ) is amended by striking section and all that follows and inserting the following: section— such sums as are necessary for each of fiscal years 2002 through 2013; and $2,000,000 for each of fiscal years 2014 through 2018. .

Section 1491(c) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3363(c)) is amended by striking such sums as are necessary and all that follows and inserting the following: to carry out this section— such sums as are necessary for each of fiscal years 2002 through 2013; and $2,000,000 for each of fiscal years 2014 through 2018. .
