Section 406 of the Food for Peace Act (7 U.S.C. 1736) is amended— by redesignating subsections
(c)and
(d)as subsections
(d)and (e), respectively; and by inserting after subsection
(b)the following: Notwithstanding any other provision of law and as necessary to achieve the purposes of this Act, funds available under this Act may be used to pay the costs of up to 20 percent of activities conducted in recipient countries by nonprofit voluntary organizations, cooperatives, or intergovernmental agencies or organizations. .
