Section 1001D(b)(2)(A) of the Food Security Act of 1985 (7 U.S.C. 1308–3a(b)(2)(A)) is amended— by striking and all that follows through Limits .— clause (ii), and inserting ; and Limits .—Notwithstanding any other provision of law, by striking clause (ii).
