The Speaker may recognize a Member for the Reading of the Constitution on any legislative day through January 15, 2013. It shall be in order at any time on the legislative day of January 4, 2013, for the Speaker to entertain motions that the House suspend the rules, as though under clause 1 of rule XV, relating to a measure addressing flood insurance.
