Sec. 2972. Management of withdrawn and reserved land

Except as provided in section 2973, during the period of the withdrawal and reservation of land by section 2971, the Secretary of the Interior shall manage the land withdrawn and reserved by that section in accordance with— subtitle A and this subtitle; the Federal Land Policy and Management Act of 1976 ( 43 U.S.C. 1701 et seq. ); and any other applicable law. To the extent consistent with applicable law and Executive orders, the land withdrawn by section 2971 may be managed in a manner that permits the following activities:
Grazing. Protection of wildlife and wildlife habitat. Preservation of cultural properties. Control of predatory and other animals. Recreation and education. Prevention and appropriate suppression of brush and range fires resulting from non-military activities. Geothermal leasing and development and related power production activities. All nondefense-related uses of the land withdrawn by this section (including the uses described in subsection (b)), shall be subject to any conditions and restrictions that the Secretary of the Interior and the Secretary of the Navy jointly determine to be necessary to permit the defense-related use of the land for the purposes described in this section.
The Secretary of the Interior shall be responsible for the issuance of any lease, easement, right-of-way, permit, license, or other instrument authorized by law with respect to any activity that involves both— the land withdrawn and reserved by section 2971; and any other public land in the vicinity of the land withdrawn and reserved by section 2971 that is not under the administrative jurisdiction of the Secretary of the Navy. Subject to section 2974, any lease, easement, right-of-way, permit, license, or other instrument issued under paragraph
(1)shall— only be issued with the consent of the Secretary of the Navy; and be subject to such conditions as the Secretary of the Navy may require with respect to the land withdrawn and reserved by section 2971.
