Section 1118(a) of MAP–21 ( 23 U.S.C. 167 note; 126 Stat. 473) is amended— by striking encourage and inserting require ; and by adding at the end the following: Each State shall coordinate with neighboring states to ensure multistate network continuity and connectivity. .
