It shall be the policy of the United States to include Israel in the list of countries that participate in the visa waiver program under section 217 of the Immigration and Nationality Act ( 8 U.S.C. 1187 ) when Israel satisfies the requirements for inclusion in such program specified in such section. Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate a report on the extent to which Israel satisfies the requirements specified in section 217 of the Immigration and Nationality Act for inclusion in the visa waiver program under such section and what additional steps, if any, are required in order for Israel to qualify for inclusion in such program.
