Of the unobligated balances available under the following headings from prior appropriation Acts, the following amounts are rescinded: Hazardous Substance Superfund , $15,000,000. State and Tribal Assistance Grants , $35,000,000, as follows: $10,000,000 from unobligated Brownfields balances. $5,000,000 from unobligated categorical grant balances. $10,000,000 from unobligated Drinking Water State Revolving Funds balances. $10,000,000 from unobligated Clean Water State Revolving Funds balances. No amounts may be rescinded under subsection

(a)from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
