Notwithstanding section 1101, the level for “Department of Homeland Security, Transportation Security Administration, Aviation Security” shall be $5,048,008,000: Provided , That the amounts included under such heading in division D of Public Law 112–74 shall be applied to funds appropriated by this division by substituting “$3,972,020,000” for “$4,167,631,000”; by substituting “$408,930,000” for “$543,103,000”; by substituting “$115,204,000” for “$204,768,000”; by substituting “$1,075,988,000” for “$1,086,325,000”; by substituting “9 percent” for “10 percent”; and by substituting “$2,978,008,000” for “$3,223,956,000”.
