Notwithstanding section 1101, amounts otherwise provided by section 1101 for “Department of Health and Human Services, Food and Drug Administration, Salaries and Expenses” for medical device user fees shall be increased by the amounts by which the authorized levels of such fees for fiscal year 2013 exceed the authorized levels of such fees for fiscal year 2012: Provided , That amounts collected for fees specified in this section for fiscal year 2013 that exceed applicable fiscal year 2013 limitations for such fees are appropriated and shall be credited to such account and remain available until expended.
