In addition to amounts provided elsewhere in this division, $48,256,765 is appropriated for activities under section 403 of the Agricultural Credit Act of 1978 (Emergency Watershed Protection Program; 16 U.S.C. 2203 ) for necessary expenses resulting from a major disaster declared pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5121 et seq. ): Provided, That the Secretary of Agriculture shall transfer these funds to the Natural Resources Conservation Service.
