Not later than May 1, 2013, and each month thereafter through November 1, 2013, the Director of the Office of Management and Budget shall submit to the Committees on Appropriations of the House of Representatives and the Senate a report on all obligations incurred in fiscal year 2013, by each department and agency, using funds made available by this division. Such report shall— set forth obligations by account; and compare the obligations incurred in the period covered by the report to the obligations incurred in the same period in fiscal year 2012.
