There is hereby appropriated for the Emergency Conservation Program , $11,100,000, to remain available until expended; for the Emergency Forestry Restoration Program , $14,200,000, to remain available until expended; and for the Emergency Watershed Protection Program , $65,454,000, to remain available until expended: That not less than $48,257,000 made available for the Emergency Watershed Protection Program under this general provision are provided for necessary expenses for a major disaster declaration issued under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et. seq.). Provided,
